Studying in the UK

Since our recent trip back to Blighty, our 3 sons have been chatting about moving back to live and work in London. We have actively encouraged them to complete their chosen education paths first, but yesterday, one lad mentioned he would like to study Law at a British university. He was born in the UK, so would he be classed as a British applicant having moved back, or is he classed as Australian, paying higher fees because Australia is outside the EU? Any advice would be appreciated.:confused:
