Slashing Fines????

Just reading an artical in paper about "Slashing Fines Double". Can someone please tell me what they mean by Slashing???

"Slashing" means cutting large areas of grass.

 

Tall grass can be a real fire risk and land owners are fined for not keeping their land fire safe.

Thanks. I thought it might be something to do with grass, the artical gave no real indication other than not slashing was a fire risk. I had other ideas though when read the word Slashing LOL
