Mr Baker said an astonishing 360,000 people now classified as "non-job-seekers" did not have to search for work as a condition of receiving unemployment benefits".

Much of the Labor government's claim to be a good economic manager has rested on the low unemployment rate following the global financial crisis. The employment crisis is exacerbated by a report from the Australian Business Apprenticeships Centre that about one third of employers say less than 45 per cent of their apprentices stay on the job to completion.

 

In short: the government only class unemployed as those seeking employment, and have decided to allow some of those on the dole not to have to look for work (to keep the numbers down).
