I applied through an immigration lawyer and he asked us to provide IELTS average 4.5 if we do not have one which were done in last 12 months. There are few options that you can utilise to prove 'Functional English' according to this immigration web link https://www.border.gov.au/about/corporate/information/faqs/how-can-i-prove-i-have-functional-english
I raised the same question like you to my lawyer as I have heard IELTS is now valid 3 years, but he advised us that only for the primary applicant can use IELTS which is not older than 3 years for 887 visa.
Not only IELTS, you can do TOFEL or PTE to prove this requirement if you do not have followings
In this case Attending an English exam is your only option, I highly recommend you to go for PTE as my wife made an booking via internet on Wednesday night for the same week Friday morning exam and she scored 54 out of 90 marks within one day preparation. The best thing about this exam is results available in 24 hours.
