visa 190 ceilings!!!

Hi

 

I am looking to apply for south OZ under the SS 190 Visa, and have just looked at the Occupational Ceiling List It States: An Occupation Ceiling of 7620 and invitations to 31/1/12 of just 37!, Am i to believe then that only 37 ish teachers have applied and 37 been accepted, or is it that the OZ states are knocking a lot back which may cause some concern??. Not sure how to interpret these figures.
