457 Visa Applicant's qualification

Hi guys, I think the 3rd bullet point of the Exceptions terms of the Skill Assessment (129.3) is unclear, which says if the applicant:

 

holds a relevant qualification that is commensurate with the level indicated in ANZSCO for th enominated occupation and was gained by studying in a country that would not be subject to a TRA 457 skills assessment normally;

 

Then the applicant is exempted from a skill assessment.

 

Could anyone give some advice on what sort of qualifications are commensurate?
