Help in finding a sea lion

Wasn't sure quite what to put as a title but there is a male sea lion who needs finding so he can be helped - he has twine around his neck (which is presumably strangling him) and I know a few of you have boats so if any of you spot him there is a phone number to ring.

 Why do people leave stuff around where it can harm or kill things? :realmad:

I'll look a bit more closely at the newbie around here next time i see him, i hope they find him and can help, i read that most of them die when that happens as they are so hard to catch, so fingers crossed eh
