Better to Get one.. but it is not neccessary to get Release letter. Because CO never asked anyone including me to submit release letter. And immigration authority is higher than state authority anyway. When Immgration allowed you to stay in specified regional area than state authority cant force you.. you can goigle it there is one forum and big discussion on this

Applied on 18/4/2017 CO contacted today ask second applicant just AFP CHECK.. with 3 names as my wife known to be three differents names in her documents And we also submit same Indian Pcc that we submit in 489 subclass no query on that at all.. we gonna do AFP Check this week

Ant updates in Grant visa???

Just Submit old Pcc if you have when you applied for 489.. as per rules you only need overseas pcc if you lived in that country morethan 12 months but i am sure you didn't live there morethan 12 months afyer you gt last pcc so i think your last pcc is still valid.
