Urgent Visa help

There is a question in the Visa aplication which i am not too sure about.

"English Language training Have you paid a fee for an English language training course in a State/Territory in which acceptable arrangements exist? "

 

Does this mean IELTS does anyone know?

This is for those applicants whose mother tongue is not english and could not achieve 6 bands each in all the four sections of ielts, they have to pay a fee to tafe institutes for studying english. It is not for u, just fill no as u have passport of u.k.
