Your new question has prompted me to look in to this on behalf of my mother as welll!

 

I've only glanced at the stuff so far, so I'll give you the links I've found and then lets you and I put our heads together and see what we can discover, I suggest.

 

What I have established so far is:

 

State Pensions are treated as Social Security payments both in the UK and in Oz. In the UK they are administered by the Dept of Work & Pensions. In Oz they are administered by Centrelink

 

So we are looking for international social security agreements between the UK and Oz rather than for tax agreements.

 

Guess what? Australia has international social security agreements with 19 other countries but the UK is not one of them - God alone knows why not, but please see here:

In Oz, the state pension is known as the Age Pension:

Newly arrived Permanent Residents in Oz (including arrivals in all of the Parent visa categories) have to have lived in Oz for 10 years as PRs before they become eligible for the Australian Age Pension unless their country of origin has one of the social security agreeements with Oz, which the UK does not:
