If you are colour scanning the documents, you don't need to get any of the documents certified... It's only if it is a photocopy..

Mine was expired but they put it in damaged category caz bio page was damaged a bit with water. For normal passport on expiry it cost $120. But for damaged its $220 + notary attested fee and other. Make sure you call them and ask them what exactly they need from you. As they are really annoying in this.
