887.228 Grant of the visa would not result in either: (a) the number of Subclass 887 visas granted in a financial year exceeding the maximum number of Subclass 887 visas, as determined by the Minister in an instrument in writing for this paragraph, that may be granted in that financial year; or (b) the number of visas of particular classes (including Subclass 887) granted in a financial year exceeding the maximum number of visas of those classes, as determined by the Minister in an instrument in writing for this paragraph, that may be granted in that financial year.

887 visa doesn’t fall under migration program. That’s the reason they are not looking into our applications and that’s the reason 887 is not under priority processing you are counted already when you get 489 or similar visas this means unlimited waiting time for 887 just be patient guys... nothing we can do

I don’t think they categories state wise, it should be first come first service, it depend on case by case, some files they open fast may be less risky/complicated and some files they open late its my view
