489 files still not processed after 34 months

hi, 

I have applied for 489 visa oct 2019 and still file is not processed. I am offshore and have no update what's going on.

shall I mail immigration to process file or wait further. 

what's the current waiting time for 489 offshore cases?

From the department:

90% of the visas are processed in 36 Months
