Other document????  but other docs says SUBMIT AS REQUESTED. Isn't this place to submit document if they request any additional document

The dependent can prove the tertiary education is done in English medium. a Letter from Uni etc.

I already submitted birth certificate and passport with 1022 change circumstances form.

If your baby is 6 months old, request HAP ID by sending an email to skilled.support@homeaffairs.gov.au. Depending on your luck, they may generate HAP ID for you. 

If your baby is younger than 6 months, wait for them.

HAP ID should be assigned first by CO in order to continue baby medical.
